Among other things, it would alter the rule that prioritizes the award of patent from the “first to invent” to the “first inventor to file.” The bill would also allow individuals to challenge the validity of a patent and would modify the Patent and Trademark Office’s authority to collect and spend fees. H.R. 1249 amends the law that governs how the Patent and Trademark Office (PTO) awards patents. Among other things, the bill would alter the rule that prioritizes the award of a patent from the “first to invent” to the “first inventor to file.” As a result, PTO would change certain procedures it follows in awarding patents. The bill also would establish new review procedures that would allow individuals to challenge the validity of a patent and would modify PTO’s authority to collect and spend fees. On 31 May 11, the House voted 318 to 97 against raising the National Debt Limit with all "R"s voting in this favor - however, we caution you that these same "R"s passed the Obama FY11 Continuing Resolution with $1.8 Trillion "Deficit" and their own FY2012 plan with another $1.6 Trillion "Deficit" so how exactly do they intend to pay for those ? - are we looking at a "set up" by the "establishment" to neutralize the further limiting of debt unless the Republicans say it is good for the Country ? - kinda smell that way, doesn't it ? Yesterday (12 May 11) the House passed HR 1231 Reversing President Obama’s Offshore Moratorium Act, which is a good thing, by a vote of 243 FOR and 179 AGAINST which included 9 Republican Representatives, and that is a bad thing ... Disregarding the ultimate fate of this attempt to overturn the Annointed One on offshore drilling, we find it strange that the "R" detracters while including a few of the usual RINO suspects, also included some pretty well credentialed Conservatives ? We have written to NTU Org to see if they are aware of any "goofy" conditions in HR1231 that would cause 5 "R"s from New Jersey and 3 from Florida to vote against the measure, but as yet, have not heard back or found on our own any obvious penalty involving New Jersey or Florida ? - is this a political factor or just an anomolay for that particular legislation ? Speaker Boehner is basically a "go along to get along" guy who seems to be petrified at the idea of an outright fight over the budget and budget abuses - Obama sends down his FY12 budget for $3.7 TRILLION Dollars which includes $1.6 TRILLION DEFICIT and Boehner tells the public he intends that the House support raising the debt ceiling, and that he will vote to do just that, in spite of the fact that all he has from Obama is "heartfelt concern over the un-sustainable spending" - would someone please wake Speaker Boehner up long enough to remind him why he was sent back to Washington . A "NO" vote on raising the Debt Limit will; save the $100+ Billion Dollars per Month being squandered ( $1.2 TRILLION Dollars per Year) force tax cheat Timmy Geithner to quit selling his Hopey-Changy Bonds remove Bernanke's incentive to monetize the deficit at $100 Billion per Month force the Obama team to spend no more than their then current revenues - operate on a cash basis equivalent to a balanced budget end many of the "hidden taxes" of higher fuel, energy, food and materials costs because of deliberate devaluation or inflation end the double-talk, stupidity, bullcrap and insanity to bring Obama and Reid to the table with hat in hand, for real budget discussions We see this vote as possibly the most important vote in history, and certainly in modern history, as this vote alone changes the way business is done in Washington and levels the playing field in respect to the American taxpayers who are paying for this entire mess, whichever way it ends up going ... Jim Jordan introduced Amendment #104 to CR1 co-sponsered by Blackburn TN, Flake AZ, Garrett NJ, Pence IN, Campbell CA, Duncan SC, Guinta NH, Huelskamp KS, Southerland FL, and Walsh MI, that would get the bill back to FY 2008 non-security discretion spending levels (i.e. get us to the full $100 billion in non-security savings) via: A 5.5% across-the board cut of all accounts in eight non-security divisions of the CR; An 11% across-the-board cut of all accounts in the Legislative Branch bill; and A 0% cut for Israel (i.e. no cut to Israel funding).
